HIGHLAND – San Bernardino County Sheriff’s detectives, using a juvenile decoy over a month-long investigation, arrested a man who attempted to solicit a sexual relationship with a 15-year-old girl.
The 15-year-old girl was a sheriff’s decoy. Billy Allen McCullough, 52, of Fontana, was arrested on suspicion of contact with a minor for sexual purposes last week. He appeared in San Bernardino County Superior Court this week for arraignment.
The Highland Sheriff’s station, using social media as part of an unrelated investigation, drew McCullough into a conversation. According to reports, McCullough had contacted a juvenile decoy on the social media website, soliciting “a sexual relationship.” Reports stated that McCullough “asked the age of the female juvenile, and was informed that the juvenile was 15-years-old.” McCullough, said reports, sent a nude photo to the person he thought was a 15-year-old female juvenile.
The decoy officer contacted McCullough and acted like a 15-year-old juvenile, said the report. “That conversation continued with McCullough asking the juvenile to meet with him, so they could have sex,” said Detective Donald Patton.
On June 5, a pre-designated location in Whittier was discussed between McCullough and the decoy officer. McCullough agreed to pick up the 15-year-old in his truck and allow the juvenile to run away with him for several days, said Patton. Detectives drove to the Whittier location. McCullough arrived and attempted to meet with the 15-year-old, “where he was detained by officers,” said Patton.
At the time of his arrest, McCullough was reportedly in possession of a loaded hypodermic syringe, a glass methamphetamine pipe and a bag of methamphetamine.
McCullough was arrested and booked into Central Detention Center in San Bernardino on $1 million bail. Investigators are seeking other possible victims, or anyone with knowledge about McCullough’s related activities, said investigators.
