Human Trafficking Operation: Man Arrested for Suspected Exploitation of Minor
ROHNERT PARK, CA — “On 8/20/26, The Rohnert Park Department of Public Safety conducted a human trafficking operation focused on identifying individuals seeking to exploit minors for commercial sexual activity and other criminal conduct.
During the operation, investigators identified Franklin James Rockwell as a suspect. Based on evidence developed during the investigation, Rockwell was arrested for multiple felony offenses involving the alleged exploitation of a minor.
Rockwell was arrested for the following violations:
•California Penal Code § 236.1(c) – Human Trafficking of a Minor
•California Penal Code § 288.4 – Arranging a Meeting with a Minor for Lewd Purposes
•California Health and Safety Code § 11380 – Controlled Substance Offense Involving a Minor
Human trafficking involving minors is one of the most serious forms of exploitation investigated by law enforcement. California law recognizes that minors involved in commercial sexual activity are victims of exploitation, and law enforcement operations such as this are intended to identify and arrest individuals who seek to prey upon vulnerable children.
The Rohnert Park Department of Public Safety remains committed to proactively investigating human trafficking, child exploitation, and crimes targeting minors.
