SAUSALITO — Deputies dispatched to Sausalito Yacht Harbor on July 18 arrested the
Sausalito City Manager for burglary.
Elaine C. Forbes, 53, of San Francisco, remains in
custody at Marin County Jail in lieu of $50,000 bond, pending evaluation of her mental status.
Forbes was first reported missing by her family on July 17.
She disappeared one day after the Sausalito City Council voted in closed session to place her on administrative leave. Prior to
her arrest on suspicion of yacht burglary, Forbes was last seen leaving her residence on July 16.
Marin County Sheriff’s Office deputies found her aboard a three-story yacht not belonging to
her. Forbes allegedly broke into at least two vessels docked at the harbor.
Neighbors and a yacht captain had reported a boat horn blowing continuously, and deputies
responded at 6:06 a.m. Deputies found Forbes manipulating control switches inside the
wheelhouse, and blowing the horn.
Deputies who confronted Forbes described her as disoriented, while seemingly attempting to
operate or steal the yacht. Forbes reportedly told deputies that she was “having a bad day.”
She was placed under arrest on open charges at 6:50 a.m. for burglary PC 459.
Open and empty containers of alcohol were found on two vessels that Forbes allegedly
boarded without permission. Forbes is suspected of drinking alcohol and discarding empty
containers while on board.
Forbes started a new job as Sausalito City Manager on July 1. Prior to this, she served for
nine years as Executive Director of the Port of San Francisco.
