Discovery Bay Man Arrested Following Fatal San Francisco Pedestrian Collision
SAN FRANCISCO, CA – A Discovery Bay resident has been arrested in connection with a multi-victim vehicle collision that occurred in May, according to statements from the San Francisco Police Department.
On May 25, 2026, at approximately 12:13 a.m., police officers responded to a reported collision involving a vehicle and a pedestrian near the intersection of 16th and Mission Streets. Upon arrival, officers located a pedestrian receiving treatment from paramedics for life-threatening injuries. The individual was transported to a local hospital, where medical staff later pronounced the victim deceased.
A preliminary investigation by law enforcement indicated that the vehicle struck the initial pedestrian before colliding with three additional individuals. Medical personnel assessed the three subsequent victims at the scene for injuries determined to be non-life-threatening.
Officers located the suspect vehicle during the initial response and detained its occupant. The San Francisco Police Department’s Traffic Collision Investigations Unit (TCIU) assumed control of the scene to conduct a detailed investigation. Following the inquiry, investigators established probable cause to arrest the driver, identified as 57-year-old Samuel Powell of Discovery Bay, on June 30, 2026.
Powell was booked into custody on charges of vehicular manslaughter under Penal Code 192(c)(2) and failure to exercise due care for pedestrian safety under California Vehicle Code 21955(b)(3).
