Live Oak Man Arrested on Kidnapping and Evading Charges Following Pursuit and Barricade Situation

SUTTER COUNTY, CA  — On June 28, 2026, at approximately 4:15 p.m., the Sutter County Sheriff’s Office received a report from a citizen who observed an adult female inside a business in Sutter who appeared to be in distress. A responding Sutter County deputy located the suspect vehicle near South George Washington Boulevard. When the deputy attempted to contact the driver, the vehicle fled the scene, initiating a pursuit through parts of Sutter County and the City of Yuba City.

The pursuit concluded near Live Oak Boulevard and Highway 20 when the driver abandoned the vehicle and fled on foot into a residential neighborhood. Deputies established a containment perimeter with assistance from the Yuba City Police Department, the California Highway Patrol, and the Yuba County Sheriff’s Office. A CHP Air Operations helicopter, a Yuba City Police Department drone, and a Yuba City Police Department K-9 team also responded to assist in the search.

During the search, the suspect entered a Taco Bell restaurant and barricaded himself inside. Law enforcement personnel secured the area, evacuated customers from the dining room, and escorted employees out of the building through an alternate exit. Members of the Sutter County Sheriff’s Office and the Yuba City Police Department established communication with the suspect and conducted negotiations for approximately 45 minutes. The suspect subsequently surrendered to officers without further incident.

One deputy sustained minor, non-life-threatening injuries during the event. The suspect, identified as 41-year-old Robert Hubbard of Live Oak, was taken into custody and booked into the Sutter County Jail. Hubbard faces charges of kidnapping, driving on a suspended or revoked license, violating a domestic violence protective order, felony vandalism, resisting, delaying, or obstructing a peace officer, and felony evading a peace officer with willful disregard for public safety. He was also booked on an outstanding felony warrant from an outside agency.
