Grover Beach Police Department to Conduct Distracted Driving Enforcement Operation

GROVER BEACH, CA — The Grover Beach Police Department has announced a distracted driving specialized enforcement operation scheduled for April 1, 2026, aimed at motorists suspected of violating California’s hands-free cell phone laws. The initiative focuses on identifying drivers who hold electronic communication devices while operating a vehicle, a practice regulated under current state statutes.

California law prohibits drivers from holding a phone or any electronic device for activities such as talking, texting, or using mobile applications while driving. Under these regulations, a first offense is punishable by a fine. A second violation occurring within 36 months of a prior conviction results in an additional penalty of one point being added to the driver’s motor vehicle record.

Traffic Sergeant Felix Ramirez emphasized the importance of maintaining focus on the roadway rather than on mobile devices, noting that the risks associated with checking emails or social media outweigh the urgency of the communication. The department advises motorists to pull over to a safe parking location if they need to program GPS directions or handle important calls. Additional safety recommendations include silencing mobile phones or placing them out of reach before starting a vehicle.

This enforcement program is supported by grant funding from the California Office of Traffic Safety, channeled through the National Highway Traffic Safety Administration. The Grover Beach Police Department continues to monitor traffic safety compliance to manage risks to the public and other drivers on the road.
