INYO, CA – The Inyo County Sheriff’s Office reported the arrest of an individual on multiple narcotics-related charges following a welfare check on February 15, 2026. At approximately 7:34 a.m., Deputies Moran and Ogas responded to the Mobil Gas Station at 380 N. Main Street in Lone Pine after a member of the public reported a vehicle with its engine running and an unresponsive driver.
Upon reaching the scene, deputies identified the driver as Emmanuel Hernandez Torres. According to official reports, Torres was unconscious in the driver’s seat with a methamphetamine bong visible in the vehicle’s cup holder. Deputies determined that while Torres was under the influence of a central nervous stimulant, he was not in medical distress. He was subsequently taken into custody.
A search of the vehicle was conducted following the arrest. Authorities located two separate bags containing a substance suspected to be methamphetamine, weighing just over 1.2 pounds. Additionally, deputies found items associated with the use and sale of controlled substances.
Torres was transported to the Inyo County Jail and booked on several charges, including possession of drug paraphernalia (HS 11364(a)), possession of a controlled substance (HS 11377(a)), and transportation of a controlled substance (HS 11379(a)). He also faces charges for being under the influence of a controlled substance (HS 11550(a)) and the sale or transportation of a controlled substance (HS 11352(a)).
The Sheriff’s Office stated that the investigation is ongoing. Under the law, all arrested individuals are presumed innocent until proven guilty in a court of law.
