Porterville Police Arrest Three During Undercover Massage Parlor Operation

PORTERVILLE, CA — On February 18, 2026, detectives with the Porterville Police Department General Investigations Unit conducted an undercover operation targeting massage parlors within the city. The investigation was initiated following complaints regarding alleged prostitution occurring at several business locations. The operation took place at approximately 12:30 p.m. and resulted in the arrest of three individuals.

According to department officials, Ienju Wu, a 49-year-old resident of Porterville, was arrested at Rose Massage, located at 188 West Olive Avenue. Luo Zeqiao, a 61-year-old Porterville resident, was taken into custody at Star Massage, located at 1365 West Olive Avenue, Suite F. Additionally, Fenglan Dong, a 57-year-old Porterville resident, was arrested at Diamond Massage, located at 1531 West Olive Avenue. All three individuals were arrested on suspicion of prostitution and were subsequently booked into the Tulare County Sheriff’s Office South County Detention Facility.

The Porterville Police Department stated that the investigation remains active and that further enforcement actions may be taken to ensure businesses operate within legal parameters.
