CUTLER, CA –
On January 5, 2026, at approximately 10:15 p.m., deputies from the Tulare County Sheriff’s Office responded to reports of a shooting near Road 128 and Avenue 403 in Cutler. When deputies arrived, investigators learned that a suspect fired multiple rounds at a vehicle as two occupants drove away from the Cutler Food Mart. The gunfire struck the victims’ car, several nearby vehicles, and a building; however, no one suffered serious injuries.
The Tulare County Sheriff’s Office TAGNET Unit took over the investigation and identified two suspects: a 17-year-old male from Orosi and 22-year-old David Juda Vasquez of Cutler. Investigators determined that both suspects were documented members of the Norteño criminal street gang. On January 13, detectives located and arrested both individuals without incident. Authorities booked the juvenile into the Juvenile Detention Facility and booked Vasquez into the Tulare County Pretrial Facility on charges related to the shooting.
As detectives continued the investigation, they executed several search warrants at locations throughout Cutler. During the searches, investigators recovered five high-capacity magazines, a large quantity of ammunition, and multiple firearms. Following the searches, detectives arrested 26-year-old Rodrigo Manzo, whom investigators also identified as a Norteño gang member.
