PORTERVILLE, CA — Between October 21 and October 24, 2025, the Porterville Police Department conducted a Sex Offender Compliance Operation in collaboration with the California Department of Corrections and Rehabilitation (CDCR), the Tulare County District Attorney’s Office, and the Tulare County Probation Department. The operation aimed to verify that registered sex offenders residing within Porterville were in compliance with Penal Code Section 290 and the conditions of their registration.
Detectives reviewed a total of 135 registered sex offenders within the city. Of those, 132 were confirmed to be in compliance with registration requirements. Three individuals were found to be out of compliance, and warrants are being sought for their arrest.
During the operation, four arrests were made. David Pedro Carrasco, 45, was arrested for violating parole conditions by possessing electronic devices and using social media. Michael Sean Sanchez, 41, was arrested for being under the influence of a controlled substance, possession of drug paraphernalia, and parole violations. Johnny Sun, 37, was cited and released after being found with an outstanding misdemeanor traffic warrant but was otherwise in compliance. Oral Lee Scott, 51, was arrested for failing to register as a transient sex offender within the required 30-day period and booked in lieu of $100,000 bail.
