Three Arrested for Alleged Organized Retail Theft at Local Safeway

PETALUMA, CA  — “On Saturday, August 16, 2025, at approximately 9:59 p.m., Petaluma Police officers arrested three individuals after receiving a report of subjects stealing multiple bottles of alcohol from the Safeway in Leghorn Marketplace.

The suspects, later identified as Anastasia Offord (53, Richmond) and Janette Smith (45, Richmond), exited the business with approximately 15 bottles of alcohol without paying. A witness was able to provide officers with the description of the suspects and the suspect vehicle.

Officers located and stopped the vehicle a short time later. Inside, they found Offord and Smith still in possession of the stolen merchandise. A third individual in the car initially provided false identifying information but was ultimately identified as Collette Trotter (54, Walnut Creek).

During questioning, both Smith and Offord admitted they had traveled to Petaluma with the intent to steal alcohol.

A records check revealed Smith has at least two prior convictions for theft-related offenses, qualifying her for charges under Penal Code 666.1 P.C. which addresses repeat theft offenders.

The three suspects vehicle was towed, and they were booked into Sonoma County Jail with the following charges:

Janette Smith (45, Richmond): 666.1 P.C. (Enhanced Petty Theft), 459.5 P.C. (Shoplifting), 182 P.C. (Conspiracy)

Anastasia Offord (53, Richmond): 459.5 P.C. (Shoplifting), 182 P.C. (Conspiracy)

Collette Trotter (54, Walnut Creek): 529 P.C. (False Personation)”
