– By Jim Emerson
SAN RAFAEL, CA — A security guard at Northgate Mall was arrested for allegedly running over a
bicyclist on purpose.
The suspect Melvin A. Kennedy, a 66-year-old Oakland resident, was booked at Marin County Jail.
San Rafael police began receiving multiple calls on June 11, shortly before 4:30 p.m.
Responding officers confirmed that a private security vehicle struck a juvenile on a bike. The
victim was treated for non-life-threatening injuries at a hospital.
The incident happened at the shopping mall parking lot. Witnesses reported seeing the guard
yelling at a group of juveniles on the bottom floor of a two-level parking structure.
The guard while driving a vehicle next chased the juveniles, and struck one of the juveniles.
“The security guard briefly stopped and then fled the scene,” San Rafael police said in a
prepared statement. “While officers were conducting the investigation, Kennedy returned to
the scene and surrendered himself.”
Kennedy is employed by a security company contracted to patrol the shopping mall parking
lot. He became upset when the juveniles ripped down caution tape, being used to close off a
portion of the parking lot.
Kennedy was booked on suspicion of assault with a deadly weapon/vehicle likely to produce
great bodily injury. He was also booked for child endangerment.
Kennedy is presently no longer in custody. Anyone with information about the incident can
contact the San Rafael police at 415-485-3000.
