Riverside Police Arrest Parolee for Sexual Assault and Home Invasion Robbery at University Village Towers

RIVERSIDE, CA — On the morning of January 20, 2025, Riverside Police Officers responded to a reported sexual assault at the University Village Towers apartments on Iowa Avenue. The incident occurred just before 8:00 a.m., prompting a swift response from law enforcement. Preliminary investigations revealed that the victim, an adult female, heard the building’s fire alarm and subsequently responded to a knock on her door. Upon opening the door, an unidentified man entered her apartment, sexually assaulted her, and stole personal belongings before fleeing the scene. The victim resisted her attacker, which aided the investigation.
Officers obtained surveillance footage from the apartment complex, which captured images of the suspect. This evidence was immediately shared with Riverside Police Officers and the University of California, Riverside Police Department (UCRPD), whose officers also assisted in the case. The UCRPD Police and Safety Department conducted an area search and located a man matching the suspect’s description nearby. Upon further investigation, officers confirmed the man’s identity as the suspect and discovered he was in possession of some of the victim’s stolen items.
Detectives from Riverside Police Department’s Sexual Assault–Child Abuse Unit were called to assist with the case. Their investigation established sufficient evidence to arrest 31-year-old Julian Jesus Madrigal, identified as a transient currently on parole for a previous home invasion robbery. Madrigal was apprehended without incident and transported to the Robert Presley Detention Center, where he was booked on multiple charges. These include home invasion robbery, assault with intent to commit a felony, sexual battery, assault with a deadly weapon, false imprisonment, dissuading or intimidating a victim, and violation of parole. Given the severity of the charges, detectives successfully sought a bail enhancement, ensuring that Madrigal is currently being held without bail.
The Riverside Police Department commended the collaborative efforts between its officers and the UCR Police and Safety Department, emphasizing how inter-agency coordination was critical to the quick identification and apprehension of the suspect. The availability of surveillance footage and the victim’s immediate report of the crime were also pivotal in advancing the investigation.
