Redding Police reportedly find heroin and fentanyl during enforcement stop; two arrested

“On September 3rd, 2022, at approximately 7:14 PM, Redding Police officers conducted an enforcement stop of a vehicle for a traffic violation.  The driver of the vehicle was identified as 42-year-old Jason Horner of Red Bluff.  Officers learned Horner was on Post Release Community Supervision (PRCS) and had two outstanding warrants for his arrest.  The front passenger of the vehicle was identified as 31-year-old Ranae Torres of Red Bluff.  

After detaining Horner, officers observed Torres throw a plastic container into the back seat of the vehicle.  The container was found to have four separate zip lock bags of various quantities of suspected illegal substances, including approximately ¼ ounce of methamphetamine, several grams of heroin and approximately 1 gram of fentanyl.  Torres was detained without incident.   

During a search of the vehicle, officers located a locking safe concealed beneath the driver seat of the vehicle.  The key to the safe was located in Horner’s possession.  Inside the safe, officers located approximately 3 ounces of suspected methamphetamine, over 2 ounces of suspected fentanyl and approximately ¼ ounce of suspected heroine.  Digital scales and drug packaging materials consistent with drug sales were also located in the safe.  

Officers searched a backpack belonging to Horner and located a cannister of Bear Spray.  Due to previous felony convictions, Horner was prohibited from possessing the chemical agent. 

Following the investigation, Horner was booked into Shasta County Jail for charges related to possession and transportation of drugs for sale, possession of a prohibited weapon and violation of PRCS.  Torres was booked into Shasta County Jail for charges related to possession and transportation of drugs for sale.”
