Deputies arrest man for attempted murder

The Solano County Sheriff’s Office arrested a man for a shooting and then trying to speed away –
“On September 26, 2020, in the wee hours of the morning, Deputies responded to a disturbance in the City of Rio Vista.
The disturbance was an argument that involved Thomas Ruscigno (32yrs, Antioch) and another individual. The argument turned violent when Ruscigno pulled out a gun and shot at the person. Ruscigno then fled the scene in his vehicle.
Responding Deputies located Ruscigno on a nearby highway. Positioned behind Ruscigno’s vehicle, Deputies activated their overhead lights and siren to conduct an enforcement stop.
Upon seeing the lights, Ruscigno decided he was not going to pull over and instead, accelerated to approximately 92mph! While fleeing, one of Ruscigno’s tires shredded off its rim.
One might think this would deter Ruscigno from continuing to drive at a high rate of speed; it did not! Ruscigno proceeded to increase his speed to 100mph.
Deputies pursued Ruscigno into the City of Antioch, where Ruscigno foot bailed from his vehicle. With the collaboration of the Solano County Sheriff’s Office, Rio Vista Police Department, and Antioch Police Department, Ruscigno was apprehended a short distance away. Ruscigno was arrested for felony evading from a peace officer and attempted murder.
