Years of Abuse in Two Citites – Crimes Against Children Detectives Arrest Perpetrator

SAN BERNARDINO – A young woman rose up from the past, to ask for help. Sexually abused for five years starting as a 7-year-old child, the now 24-year-old made a crucial call on December 14, 2019.

The victim reported that Joseph Ray Barnum (44) of Salinas was the perpetrator. When Investigators determined that the sexual child-predator conducted his crime in two cities – Fullerton and Victorville – an extensive investigation ensued.

Collaboration from Victorville Sheriff’s Station Deputies and Specialized Investigations, Crimes Against Children Detail Detectives determined that there may be more victims.

On Thursday evening, 02/20/2020, the following announcement was issued: “At the conclusion of the investigation, Barnum was arrested for PC 288.5(a) – Continuous Sexual Abuse of a Minor – and booked at Central Detention Center,” said Detective Wendi Beaton of the Specialized Investigation Division – Crimes Against Children Detail. “His bail was set for $350,000.”

The San Bernardino County Sheriff – Coroner Department believes that additional victims may have been affected by Barnum’s crimes in Case No. DR# 171910746.
