REDWOOD VALLEY — A Napa woman has been arrested on suspicion of kidnapping and child endangerment after allegedly stealing a car with someone else’s child inside.

On September 5th just before 5:30 PM, deputies responded to the Coyote Valley Casino in Redwood Valley and spoke with a woman who said someone had taken her vehicle, and her 16-month-old infant along with it.

The woman and the suspect, identified as 58-year-old Wanda Cowan, had reportedly met the previous night and traveled to the casino from Lake County. When the woman went inside, Cowan drove off with the vehicle.

Deputies issued a BOLO alert and were in the process of initiating an AMBER alert when a CHP officer found the vehicle traveling on Highway 101 in Willits.

CHP stopped the vehicle and located the infant, who was unharmed, and returned her to her mother.

Cowan was arrested on suspicion of possession of stolen property, kidnapping, and child endangerment.
