Trucking Company Owners Charged with Fraud

La Canada Flintridge – Insurance Commissioner Dave Jones recently said, “Employers who cheat the system through premium fraud and tax evasion create an illegal marketplace advantage that costs California’s economy billions.”  He went on to say, “We are putting a concerted effort into curbing the underground economy and leveling the playing field for California’s honest business owners.”

The most recent example of Jones’ efforts was the arrest of 54-year-old Alvin Shin Chen and his 46-year-old wife Fiona Xilin Chen on various felony counts that included workers compensation fraud.

Their trucking company is known as Metro Worldwide, Inc. and operates out of Long Beach.

The Chens paid their drivers in cash in an effort to reduce payroll taxes and avoid reporting them to the insurer.

This scheme  resulted in a payroll under-reported by more than $4.7 million.  It has been determined that the insurer was cheated out of more than $1.6 million.

Mr. and Mrs. Chen are held on a bail of $950,000 each.
