Fairfield Parent Obtains Restraining Order Against 9-Year-Old

Fairfield father Stephen Feudner, dissatisfied with Fairfield-Suisun school officials’ response after his son Brandon was bullied at Rolling Hills Elementary School, took the matter to Solano County Court on March 19. Judge David Power re-issued the temporary restraining order on May 12, which requires the bully to stay at least 2 yards away from Feudner’s son Brandon, 10.

At the hearing on Monday, May 12, Feudner told Judge David Power that he is determined to legally serve notice on Fairfield-Suisun School District Superintendent Kris Corey as part of efforts to notify the 9-year-old about the Solano County Superior Court restraining order.

Feudner told the Fairfield Republic that Superintendent Corey and other school district officials continue to say confidentiality requirements prohibit them from disclosing the name of the 9-year-old. The alleged bully’s name is needed in order to legally serve the 9-year-old notice of the court’s restraining order, which Feudner has said is the first of its kind ever to be issued in the United States.

“Nobody wants to touch it,” Feudner acknowledged in describing his attempts to retain an attorney interested in helping him with the case that returns June 2 to Solano County Superior Court.

At that hearing, Feudner will seek a three year restraining order, even though the 9-year-old bully no longer attends Rolling Hills Elementary School. Feudner said the bully was expelled from school for an unrelated incident. The Fairfield-Suisun School District confirmed the student’s expulsion. Feudner said he is pursuing the 3 year restraining order because the school district might allow the 9-year-old bully to return to Rolling Hills Elementary School.
