Teen Driver Charged and Drug Felonies and Manslaughter

SANTA BARBARA — Kincaid Orosco, 18, has been arrested and charged with misdemeanor vehicular manslaughter and a pair of felony drug charges pursuant to the tragic events that occurred in the early evening hours of November 11, 2013.

It was on that date that Orosco, according to Santa Barbara County Sheriff’s Department Public Information officer Kelly Hoover, allegedly drove his car into and fatally injured Shuguang Lui, 59.  As reported by Hoover at the time, Lui “was declared dead at the scene.” To make matters much worse, at the moment of impact, Lui was pushing a baby stroller bearing an infant who was also injured by the impact.

Pursuant to a three-month-long investigation into the fatal incident, the Santa Barbara County District Attorney determined that Orosco will be prosecuted on the vehicular manslaughter charge as well as on a pair of felony drug charges relating to “the transportation and possession of marijuana for sale,” according to the criminal complaint drafted by Deputy District Attorney Mary Barron.  She further commented to the media that her office “is also considering filing an additional count” for the injuries sustained by the injured infant, and that Orosco could face a total of five years in state prison if convicted on all charges in the complaint.
