James Edward Tichy was arrested after breaking windows at a local business

According to police, they received a report around 1:44 a.m. of a suspicious subject in an alley in the 800 block of 12th Street. Police say the subject was described as stumbling and looking into business windows. Police also received another call moments later to report a subject was breaking out the windows at a business in the 800 block of 13th Street.
