Domestic dispute has deadly end

GOSHEN — A domestic dispute in Goshen in the early hours of Wednesday morning ended with a man being fatally shot.

Around midnight Wednesday, deputies from the Tulare County Sheriff’s Department were dispatched to the area of Farr Road and Avenue 310 in response to reports of shots being fired. They found a gunshot victim and transported him to the Kaweah Delta District Hospital where he died of his wounds, according to the sheriff’s department.

Tulare County detectives were requested on the scene to investigate the incident. They discovered that a domestic dispute had taken place between the victim, identified as Elbert Stephens, and his girlfriend. The sheriff’s department is not releasing the name of the girlfriend.

During the altercation, the girlfriend’s brother, identified as Karl Todd, 22, from the Goshen area, produced a handgun and fired at Stephens two or three times, hitting him in the upper body, according to the sheriff’s department.

The suspect was taken into custody without incident and booked into the Tulare County Main Jail without bail.

“The case is still under investigation,” said sheriff’s Sgt. Chris Douglass. “Right now only one (suspect) has been arrested, and detectives will not be stating whether any additional people will be arrested until they choose to do so.”
