“In January 2022, detectives from the Central Station initiated an investigation for suspected child pornography. The investigation was initiated from a cyber tip received from the National Center for Missing and Exploited Children (NCMEC) and forwarded to the Sheriff’s Central Station by the Los Angeles Internet Crimes Against Children (LAICAC) Task Force. Through the course of the investigation, detectives identified Rafael Valencia as the suspect.

On September 8, 2022, detectives served a search warrant at Valencia’s residence. Valencia was arrested without incident and evidence of the crime was recovered. Valencia was booked at Central Detention Center in lieu of $100,000.00 bail.

NCMEC is a national clearinghouse that gathers information about missing and exploited children for law enforcement use. NCMEC forwards all unedited information to law enforcement agencies for investigation and disposition, pursuant to its congressional mandate to operate as a clearinghouse.

The San Bernardino County Sheriff’s Department is an affiliate of the LAICAC. As such, LAICAC relays cyber tips to us when it is believed the suspect committed the crime in San Bernardino County.”
