Multi-Agency Task Force Shuts Down Unlicensed Cannabis Delivery Operation in Tulare County

PORTERVILLE, CA – A multi-agency investigation into an unlicensed cannabis delivery service has resulted in multiple arrests and the seizure of evidence across Tulare County, law enforcement officials announced.

The Porterville Police Department initiated the investigation after receiving information regarding an unauthorized cannabis delivery operation utilizing the business name “September Select.” The case was subsequently transferred to the California Department of Cannabis Control (DCC) Fresno Field Office, which took over as the lead investigative agency.

DCC investigators established that the business was actively advertising and distributing cannabis products without the necessary state licensing. Through the inquiry, authorities identified four individuals associated with the illicit service: Raymond Rincon-Facio, Nicole Munoz, Ilene Laura Campos, and Gabriel Facio.

The investigation revealed that the operation utilized a facility in the sub-100 block of East Cleveland Avenue in Porterville, alongside secondary locations in Porterville, Strathmore, and Lindsay, to store the cannabis inventory.

On June 24, 2026, the DCC, with operational support from the Porterville Police Department, the Tulare County Sheriff’s Office, and the California Department of Fish and Wildlife, executed multiple search warrants at the identified properties. Investigators seized evidence related to the unlicensed commercial activity and arrested several individuals on related charges.
