Three Arrested in Visalia Bait Bike Sting Targeting Regional Property Crime

bait bike - courtesy of visalia pdVISALIA, CA — A targeted bait bike sting operation conducted by the Visalia Police Department’s Property Crimes Unit and the HOPE Team on Tuesday, May 12, 2026, resulted in the felony arrests of three suspects.

The proactive sting was organized in response to a documented rise in bicycle thefts reported across the municipality over the past several months. To intercept active offenders, investigators deployed a specialized “bait bicycle” equipped with tracking technology near the busy intersection of Mooney Boulevard and Walnut Avenue, while covert surveillance units monitored the area.

During the operational period, three separate individuals independently took the bait bicycle and attempted to flee the vicinity with the property. Surveillance teams coordinated with intercept officers to safely arrest each suspect in sequence.

The suspects were identified as:

Andrea Bryant, 48

Abel Mario Perez, 43

Julio Hernandez Mendez

All three individuals were transported to the Tulare County Jail and booked on felony charges related to bicycle theft, including violation of Penal Code § 484 (theft) and Penal Code § 666.1 (felony petty theft with priors). The Visalia Police Department announced intentions to execute similar proactive property crime operations in the future to deter local theft rings and protect community property.
