LAKEPORT, CA — Two individuals were taken into custody early Friday morning following a law enforcement encounter that began as a routine traffic stop. On March 13, 2026, at approximately 12:37 a.m., a Lakeport Police Department officer stopped a vehicle within city limits, prompting a passenger to exit the car and flee on foot.
Officers from the Lakeport Police Department and deputies from the Lake County Sheriff’s Office established a perimeter and searched the vicinity. The fleeing individual was located a short time later and detained. During the subsequent investigation, authorities identified the driver as 26-year-old Summer Alley of Kelseyville and determined she was operating the vehicle without a license. A search of the automobile revealed suspected narcotics, a digital scale, and additional drug paraphernalia. A records search indicates that Ms Alley has been arrested multiple times in recent years, including at least two previous instances of driving without a license.
The passenger, 34-year-old Julio Castellanos of Kelseyville, was found to have several active felony and misdemeanor warrants. A records search indicates that Castellanos has been arrested more than 13 times since 2015 for a wide variety of both felony and misdemeanor offenses.
Alley now faces charges including possession of a controlled substance and concealing evidence, while Castellanos was booked on his outstanding warrants along with new charges for narcotics transportation and resisting a peace officer. Both parties were processed at the Lake County Jail.
