A large commercial “sex dispatch operation” that spanned multiple California counties has been
uncovered after a lengthy investigation that traced online advertisements to dozens of suspected
brothel sites.
According to Ventura County Sheriff’s Department spokesperson Detective Nan Jiang, “an
internet-based platform” that promoted commercial sex services and arranged appointments for
buyers across the state was taken down after detectives identified “more than 30 residential and
hotel locations” believed to be operating as brothels.
Investigators also discovered more than 60 online profiles of adult women who were believed to be working at those sites.
The probe, led by the Ventura County Sheriff’s Office Special Crimes Unit with assistance from
regional task forces and local police departments, continued for roughly a year as detectives
gathered evidence and mapped the network’s scope.
Victim-service providers were brought in as the investigation progressed to prepare for potential outreach.
Search warrants were served February 11 and 12 at multiple locations in Ventura and Los
Angeles counties. During the coordinated operation, authorities contacted several adult women
described as “potential human trafficking victims.”
Pursuant to the service of the search warrants, detectives took Kebin Dong, 38, and Wei Nie, 40,
both of Hacienda Heights, into custody and transported them to Ventura County Jail, where they
were booked on charges of pimping, pandering, and criminal conspiracy with bail set at
$200,000 for each.
