VISALIA, CA – On the morning of February 12, 2026, members of the Visalia Police Department’s HOPE Team and patrol officers responded to a report of potential narcotics activity in the vicinity of Douglas Avenue and Santa Fe Street. The report indicated that an individual was allegedly selling narcotics from a red Cadillac.

Upon arrival at approximately 11:00 a.m., officers located the vehicle and made contact with the sole occupant, identified as 52-year-old Etta Mae Rodgers. During the encounter, a consensual search of the automobile was performed. According to department officials, the search resulted in the recovery of approximately 13 grams of methamphetamine, along with plastic baggies and methamphetamine pipes. Additionally, officers located a tea container that investigators described as a vessel commonly used to conceal narcotics.

During the course of the investigation, authorities report that Rodgers attempted to kick and bite the responding officers. She was eventually taken into custody, and the department confirmed that no injuries were sustained by the officers or the suspect during the arrest. Following the incident, Rodgers was transported to Kaweah Health to receive medical clearance.

Rodgers is expected to be booked into the Tulare County Adult Pre-Trial Detention Facility. She faces multiple charges, including possession of methamphetamine for sale, possession of methamphetamine, possession of drug paraphernalia and drug-use devices, battery on a peace officer, and resisting or using force against police officers.
