Attempted Traffic Stop in Visalia Leads to Crash, Foot Chase, and Driver’s Arrest on Multiple Felony Charges

VISALIA,CA —  November 21st 2025 — A traffic stop attempt in Visalia late Monday evening resulted in a vehicle crash, a foot pursuit, and the subsequent arrest of the driver on multiple charges, including driving under the influence and possession of illegal items. The incident began at approximately 8:45 p.m. when a Visalia Police Officer attempted to conduct a traffic stop on a vehicle near Court Street and Shannon Parkway for expired registration.

The driver, later identified as 36-year-old Refugio Ortega, reportedly failed to yield, continuing for approximately two blocks before entering a closed construction zone. The vehicle ultimately crashed into a small ditch near the intersection of Shannon Parkway and Santa Fe.

Following the crash, Ortega fled the scene on foot. Officers pursued him and were able to take him into custody a short distance away. During the brief foot pursuit, Ortega discarded two loaded firearms and methamphetamine, which officers recovered.

Ortega was found to have five outstanding warrants and was suspected of driving under the influence of alcohol. Additionally, a large quantity of marijuana was located inside the crashed vehicle. Two 36-year-old female passengers in the vehicle sustained minor injuries and received medical treatment.

Ortega is currently undergoing medical clearance before being booked into custody. He faces potential charges including DUI causing injury, resisting arrest, possession of firearms and ammunition by a prohibited person, possession of marijuana for sale, possession of methamphetamine, possession of burglary tools, and failing to yield to an officer, among other violations.
