Two West Sacramento Men Indicted on Federal Drug Trafficking and Firearms Charges

WEST SACRAMENTO, CA  — A federal grand jury has returned a 13-count indictment against two West Sacramento residents, James Kenney, 45, and Kevin Leacy, 31, on multiple drug trafficking charges, according to an announcement from U.S. Attorney Eric Grant.

Court records show that in May 2025, federal agents began investigating a drug trafficking organization operating in West Sacramento. During the course of the investigation, Kenney and Leacy were identified as participants in the sale of fentanyl powder and methamphetamine. On August 28, 2025, law enforcement executed a search warrant at a motel where the two men were staying and located additional quantities of fentanyl powder, cocaine, and methamphetamine.

In addition to drug charges, Leacy is facing one count of being a felon in possession of a firearm and one count of possession of a firearm in furtherance of drug trafficking. Prosecutors allege that on August 28, 2025, he knowingly possessed three firearms: a .40-caliber Glock 23, a .40-caliber Sig SP 2340, and a .380 Ruger LCP. Leacy has a prior conviction from 2013 for second-degree robbery with use of a firearm, which prohibits him from legally possessing firearms.

The case is being investigated by the FBI, with support from the West Sacramento Police Department and the Yolo County Sheriff’s Office. Assistant U.S. Attorney J. Douglas Harman and Special Assistant U.S. Attorney Matthew DeMoura are prosecuting the case.

If convicted, Kenney faces a mandatory minimum of 10 years in prison, up to life in prison, and a fine of up to \$10 million. Leacy faces a mandatory minimum of 15 years in prison, up to life in prison, and a fine of up to $10 million. Sentences will be determined by the court based on statutory factors and federal sentencing guidelines. Both defendants remain presumed innocent unless proven guilty in court.

This case is part of Operation Take Back America, a Department of Justice initiative to combat cartels and transnational criminal organizations, and is also connected to Project Safe Neighborhoods, a program aimed at reducing violent crime and gun violence through coordinated enforcement and community partnerships.
