Solano County Authorities Arrest Multiple Individuals for Alleged Possession of CSAM

VALLEJO, CA  — “The Solano County Sheriff’s Office has arrested three individuals following the execution of two search warrants and a parole compliance check related to child sexual abuse material (CSAM). These actions highlight the Sheriff’s Office’s commitment to protecting children and holding offenders accountable.

On August 26, 2025, detectives from the Solano County Sheriff’s Office Investigations Bureau, along with the Sheriff’s Enforcement Team (SET), served two search warrants in Vallejo as part of ongoing investigations into the possession and distribution of CSAM. The first warrant resulted in the arrest of Pavel Babayev, a 38-year-old Vallejo resident, who was charged with possession and distribution of CSAM.

The second warrant led to the arrest of Tracy Zinkovich, a 57-year-old Vallejo resident, on similar charges of possession and distribution of CSAM. Evidence collected during the searches supported the allegations, and both individuals were booked into the Solano County Jail.

In a related operation, the Sheriff’s Office conducted a Penal Code 290 parole compliance check on Drake Sherman, a 33-year-old Vallejo resident and former Rio Vista High School teacher. Sherman, who was arrested and convicted in November 2024 for possession of CSAM, was found to be in violation of his parole terms and was subsequently arrested and booked into the Solano County Jail.”
