SJCSO Special Services Division Makes Two Arrests in Two Separate Cases

“Two solid cases from our Special Services Division:

First, on Tuesday, August 15, 2023, A.G.N.E.T (Agriculture, Gangs, and Narcotics Enforcement Team) Detectives were made aware of a parolee at large living as a transient in the area of I-5 and Downing Avenue in south Stockton. Units from A.G.N.E.T., Comm Car, and our Boating Safety Unit all converged on the area to take the subject, 32-year-old Anthony Rodriguez, into custody.

As Rodriguez saw our personnel approaching his tent, he jumped into Walker Slough in an attempt to escape. After swimming about halfway across the slough, he noticed that we had resources on the opposite bank waiting for him, so he swam back over to a cluster of weeds and tried to hide.  It didn’t work.

Faced with the possibility of being apprehended by a K-9 who was searching the bank of the slough, Rodriguez gave up and was taken into custody without further incident.

Then, on Wednesday, August 16, 2023, while conducting follow-up on a case regarding a stolen side-by-side utility vehicle, Ag Detectives located and recovered a stolen truck and trailer at a property north of Ripon. The truck and trailer were reported stolen out of Minnesota.

Continuing to investigate, Detectives were able to track the $40,000 side-by-side to a property in Manteca, where it was recovered and returned to its owner. The original snow plow attachment had been removed, and the snow tracks had been replaced with wheels and tires.

44-year-old Talal “Paul” Helweh, of Ripon, was arrested and booked for multiple felonies related to the vehicle thefts and possession of stolen property. At the time he was arrested, Helweh was on active parole, and was out of jail after posing bail for similar charges stemming from a case this past July.”
