Masturbating suspect caught on camera by victim

PALO ALTO — Police are asking for the public’s assistance in identifying an indecent exposure suspect. The Palo Alto Police Department has released the image of a suspect who had exposed himself to a young women near the downtown area in Palo Alto.

According to the report, “On Monday, February 27, 2017, at about 11:04 a.m., our 24-hour dispatch center received a call of an indecent exposure that had just occurred in the 100 block of Park Avenue.” Responding PAPD Officers responded to the area but were unable to locate the suspect.

The victim detailed how an individual had approached her as she was standing near the corner of Park Avenue and El Camino Real.  As she was talking on her phone, the suspect approached her but had kept walking westbound on Park Avenue.  As she continued to talk on the phone, she realized that the suspect had turned around and was now walking past her a second time.

According to PAPD, “When he was about six feet away from her, she saw that his pants were now down at his thighs, and he was masturbating his exposed penis.”  She yelled at the suspect, who then walked away from her heading down towards the eastbound side of Park Avenue.  The victim quickly took a photo of the suspect before he was able to flee the scene.

The suspect is described as a Hispanic male in his early twenties, about 5 feet 7 inches tall and 170 pounds.  He was last seen wearing a black jacket over a yellow shirt, blue jeans, and black shoes.  He was also wearing a beanie with layered black, gray, and red stripes.  He was carrying a green backpack and a brown grocery bag.  The suspect also had a pencil-thin mustache.
