FBI Asks for Help in Finding Former Sacramento Fugitive

SACRAMENTO—The FBI is asking for the public’s help in locating a former Sacramento man who is wanted on 10 counts of lewd or lascivious acts with a child under the age of 14.

Otis Lee Cooper, 57, previously lived in Sacramento and had a local arrest warranted issued on September 20, 2011 by the Sacramento County Superior Court, officials said. An arrest warrant was also issued for Cooper on August 28, 2014 by the U.S. District Court in Sacramento on a federal charge of unlawful flight to avoid prosecution.

Cooper, who has ties with Michigan and Mississippi, is 5 feet 7 inches tall with black hair and brown eyes. He weighs about 240 pounds and has tattoos on his right hand and forearm. The tattoo on his right forearm is of the word “Libra” in script-style writing.
