Four Month Identify Theft Investigation Nets Two Arrests

On Friday, December 20, 2019, detectives with the Fresno HEAT (Help Eliminate Auto Theft) arrested Hoover Alford, 45, of Fresno.

Out of his home on Kerckhoff Avenue, near Tulare and Chestnut, Alford was generating fraudulent driver licenses which his customers would use primarily to make illegal purchases from auto dealers.

Alford could be charged with felonies related to auto theft and forgery.

30-year old Jose Martinez, also of Fresno, was at Alford’s home when the search warrant was served.

In addition to an outstanding warrant for failing to appear, Martinez was arrested for possession of a meth pipe, forgery, and impersonation to get money.

Both men were booked into the Fresno County Jail. Alford’s current bail is set at $204,000 while Martinez is set at $28,500.
