Black Tar Heroin Dealer Arrested

Santa Barbara County – According to Santa Barbara County Sheriff’s Department Public Information Officer Kelly Hoover, the SBSD Special Investigations Bureau, while constantly investigating narcotics trafficking within its jurisdiction sometimes gets lucky.

Evidence of that good fortune came with the April 10th arrest of 43-year-old Goleta resident Omar Alfaro-Rios. As SIB detectives were enroute to the home of Alfaro-Rios to serve a search warrant, they spotted him driving through Old Town Goleta along Hollister Avenue.

Under the guise of a “traffic stop,” detectives made contact with Alfaro-Rios, at which time they discovered “approximately one pound of black tar heroin” on his person, tucked into his waistband. He was also in possession of “a small amount of methamphetamine” at the time.

With Alfaro-Rios in custody, detectives then went to his residence and served their search warrant upon the premises. Inside the home the cops discovered “items consistent with sales and trafficking of narcotics” that included cellophane packaging materials, a heroin-encrusted scale, and “several bank cards.”

After documenting all this evidence, detectives transported Alfaro-Rios to Santa Barbara County Jail, where he was booked on charges that included possession for sales of a controlled substance, transportation of a controlled substance with intent to distribute, and possession of a controlled substance. His bail was set at $30,000.
