Scammer Arrested, Additional Victims Sought

An Upland man purportedly from a pool repair company is accused of scamming a female victim of her money.

According to the report, the victim (name withheld) contacted a pool repair company. The suspect responded to the call and said he was a new employee. After processing the victim’s request, he gave her an estimate of the company’s work plus an additional individual work charge.

“The victim gave the suspect a personal check for $1,500 as a deposit to begin the work,” said authorities. After the check had been received, the suspect cashed it in and never spoke to the victim again. The victim attempted to obtain a refund but was denied.

She reported the scam to the San Bernardino County Sheriff’s Department.

During the investigation, deputies learned that the suspect was previously fired by the pool company for scamming numerous victims throughout Riverside and San Bernardino counties.

The suspect was identified as Todd William Karcher, 49 of Upland.

Karcher was arrested and booked on August 10th for grand theft. However, he was able to post bail and was released from custody later that night.
