Suspect Identified in Double-Homicide in Marin City

SAN RAFAEL – According to a press release issued on February 25th by the Marin County Sheriff’s Office, a suspect has been identified in connection with a shooting resulting in a double homicide.

On February 7th at approximately 10 A.M., MCSO dispatchers received 911 calls regarding a disturbance and shots fired in the vicinity of 99 Cole Drive in Marin City. When deputies arrived on scene, they located two victims who had been shot several times. Medical personnel had been called, however both victims were pronounced dead at the scene.

One of the victims was identified as Jacari Lloyd Devon Cook, a 29-year-old resident of Marin City. The other victim was identified as Carl Lee Breaux, a 60-year-old man and also a resident of Marin City.

Over the course of the investigation in the days since, the suspect has been identified as 37-year-old Charles Welch. He is known to have ties to Marin City, Novato, Santa Rosa and San Francisco. Welch has no known vehicles. He is described as 6’1” and 230lbs, with black hair and brown eyes. Detectives on the case have obtained a warrant for his arrest and caution that he should be considered armed and dangerous.
