Teen Charged as an Adult in Fatal Shooting

SACRAMENTO—Police have charged a 16-year-old male as an adult in the fatal shooting of a Rio Linda man on Father’s Day.

Jacob Wilcoxen was arraigned last week on a charge of murder and stands accused in the death of Bill Stidman, 54, a former Marine and police officer who most recently worked at the San Juan Unified School District.

Sacramento County Sheriff’s detectives determined the shooting followed an argument between Stidman and the suspect, who had been invited into the Dolphin Way home by one of Stidman’s foster children.

Stidman had four grown children and was stepfather to a fifth. He and his wife, Jean, became foster parents several years ago, according to the Stidman family. They most recently were caring for several foster children ranging in age from eight to 16 years old.

Wilcoxen is scheduled to appear in court on July 3, 2014.
