Bicyclist Arrested After Threatening Sheriff’s Deputy

A West Sacramento resident was arrested for resisting an officer on December 10 after a confrontation with a Yolo County Sheriff’s Deputy.

The confrontation erupted at about 11:45 am at the intersection of First and Court Streets, right in front of the Yolo County Courthouse in downtown Woodland. Authorities said Arthur Lee Foster, 34, deliberately ran his bicycle into the deputy’s official vehicle. Foster then ignored the officer’s orders and continued to ride his bicycle.

A slow speed pursuit ensued as far as Lincoln Avenue. At that point Foster began behaving in a perturbed manner. He dismounted and picked up his bicycle. The deputy became afraid Foster was about to assault him with the bike. The deputy then pulled his firearm in defense.

Foster responded to the exhibition of deadly force by putting down his bicycle. He refused further orders, however, and was taken into custody. No injuries resulted.

The charges lodged against Foster also included violating parole, a Yolo County Sheriff’s spokesperson said.
