Sexual predator arrested three months after assault on mentally impaired male

CITRUS HEIGHTS — A predator and sexual deviant is behind bars tonight with the help of some local eyes and ears for the sexual assault of a mentally impaired male.

Norman Cattell, 68, was being sought by the Citrus Heights Police Department on a $1 million arrest warrant for sexually assaulting a mentally impaired person in May. According to the department, Cattell was not a family relation to the victim.
Cattell a retired cameraman, was arrested during a traffic stop around 2 p.m. at Watt Avenue and Peacekeeper Way. He was driving a gray 1966 Studebaker Wagon.

A Megan’s Law search showed that Cattell has a history of sexual offenses and is a registered sex offender in the city of Citrus Heights on the 5600 block of Cypress Point Drive. Cattell’s prior offense was forced oral copulation with a person under the age of 14 years old.

The victim, whose name is not being released, and his family came to the Citrus Heights Police Department in May to report the assault. The Citrus Heights Police Department was unable to provide specifics on the location of the incident.

Cattell is being held at the Sacramento County Jail in lieu of $1 million bail.
